Hi all,
Not a 50/50 thing.
Just like the #1 issue, retailer can order any quantity of either or both of the covers.
And just like the #1 issue, their is also an incentive that if retailers order 10 copies of the regular cover, they get an additional copy of the varient for FREE.

This way retailers and readers can order any amount of any cover they want. And also the retailer gets something for FREE just for ordering a healthing amount of the issue.

But, you are right that Marvel forgot to list the incentive information in the catalogue for February.
David Thornton brought this to my attention.
I asked Marvel about it and they decided to run the full ad again for March where they will have all of the information listed this time.

They forgot to include the line of type that explains the incentive. But they are making up for it by running the complete ad and issue #4 and incentive all over again for the March shipping.

This may mean that retailers just need to order it for March instead of Feb.

I apologize for the inconvenience.
This was the best way we could think to fix the problem.
