it's a printing error...
I recently came into a Kabuki lot that had 2 copies of Kabuki: Circle of Blood #3. One copy had the "Act 3" written in red ink the other had it in white ink.The one with the white is a run that the printer made mistakes on. It is also printed on the wrong kind of paper. They were supposed to be scrapped but a lot of them made it into stores before they could be printed the right way. I have both kinds. With the white and the red and on two different kinds of papers.
